PLAY IN THE RADICAL CITY and come in the top 3. (you have to get all the sonic coins and come in 3rd place or higher)
Near the end, it should say: "Get ready to Challenge."

BEAT THE TAILS DOLL AND UNLOCK HIM.
Maybe also get a Chaos Emerald!

HAVE FUN BEATING PEOPLE WITH TAILS DOLL.
